Default newsletter recipients to 'keep informed - yes'

If someone has selected not to be kept informed on their profile, this should override any inclusion when sending newsletters. Currently when updating on a project (for example), I can select the participants of that project, but by default it includes EVERYONE who took part. So to send to only those who have taken part AND asked to be kept informed, you have to create a new group each time. This is not user friendly.
