Add the option to have a location category for project tag

This will allow project teams to tag their projects based on the neighbourhood in town where the project is happening. It will be easier for residents to see what is happening near them. Currently, while we can create a tag for a project based on location, this is just included in a list of all tags, which is not user friendly for residents who want to see what is happening near them. It would be better to have a separte list of location tags from the list of more general tags.
