Add a third project status for projects that are ongoing, but not actively engaging

This will be helpful for longer term projects that are between engagements. This will allow people to see which projects are currently accepting input form the community, which ones are open but not actively engaging, and which projects are closed/completed/archived. It will be easier for users to understand where they can provide input right now.
