Site admin only access to create / manage project tag list

It would be helpful to have the option of permission settings across the platform, particularly project tags. Despite repeated requests to use a specified list of tags linked to key priorities, colleagues continue to add tags resulting in hours spent each week removing non-approved tags and retagging projects.
