Upload image or document instead of map for Places

The functionality of the mapping tool would also be really useful for participants to express their views on images. So for example, we could upload a new poster design and participants can drop pins on what they like and what they don't like and add comments.

    Amanda MatherSenior, Community Consultation Officer at Randwick Council said they need option to upload an image for community to drop pings on. Community gave the feedback, "You are making it deliberately complex, you don't really want our feedback".

    Community Engagement Specialist, Sam Clark, from North Sydney Council, would also like the ability to upload an image and add pins on top of that. For example, upload image of a park and have community drop pins and give feedback on park image.
