Add moderation for Ideas Tool

It would be helpful if ideas added using the Ideas tool could be pre-checked before being published. We want to make use of ideas tool where people can add a photograph, however as a local authority there is a risk of people abusing the project and posting inappropriate images. I understand the stories tool could be used but it's more text based and we simply want people to add a photo.
