Organise projects on admin page

It would be helpful if projects could be organised on the admin page, so we could view all the projects easily within a Hub, instead of one long list by created/published date.

Add a third project status for projects that are ongoing, but not actively engaging

This will be helpful for longer term projects that are between engagements. This will allow people to see which projects are currently accepting input form the community, which ones are open but not actively engaging, and which projects are closed...
